Menem and Sanguinetti - The faults in the neck
The credibility of Julio María Sanguinetti is in its lowest point, with a terse statement on Monday 13, the President of the Republic said that "total lack of grip press releases attributed to President of the Republic any negotiation with the Argentine president or the Uruguayan courts around the procedural status of any military or guerrilla. "
The wording of the communique is as careful as ambiguous: there is no specific reference to the subject of denial, no convincing justification for the alleged misrepresentation. The facts revealed are, however, extremely fussy about details, both put in an uncomfortable position when Uruguayan President to lay bare the double standards that are derived from a peculiar logic of the facts. "
For a year and a half, between 1987 and 1989, Argentine and Uruguayan some judges had made the "lame pigs." Three soldiers and a policeman Uruguay, Argentina prosecuted for the murders and disappearances of fellow exiles, including Zelmar Michelini and Hector Gutierrez Ruiz, were claimed by a formal extradition request, but the urge never got to the office of any judge Uruguay. Simultaneously, the arrest warrant montoneros two leaders, called for justice in Argentina, never arrived at the offices of Interpol Uruguay.
For Gavazzo José Manuel Cordero, Jorge Silveira and Hugo Campos Hermida, the extradition request was "lost" inexplicably at the chancery. The ministers, the counter first and then Enrique Iglesias Luis Barrios Tassano lawyer, stoically endured the painful role of abetting the government imposed on them, mumbling excuses inconsistent. Uruguayan judges, which are retractable papers apparently did not read newspapers. The press stopped insisting when, in late 1989, Argentine President Carlos Menem declared an amnesty that covered, too, Uruguayan officials. The pardon was proof Uruguayan commands that had operated in Argentina officially.
Likewise, the Uruguayan police showed over 1989, totally inefficient to locate Fernando Vaca Narvaja and Roberto lost, living in the Falklands and Pocitos, respectively. Both montoneros entered the package pardons and in May 1990 Sanguinetti personally thanked for their hospitality during his administration.
From Gavazzo and processing company, to Menem's pardon, the "disappearance" of the extradition request was considered the Sanguinetti government's willingness to respect its commitment to the military, although this should appeal to those tricks. The recent publication of the book The Congress in the trap, the Argentine journalist Armando Vidal, now discover the link between episodes of the Uruguayan military and Argentine montoneros and access to the backstage negotiations much more engrossing.
If the extradition request put in check the elaborate scaffolding of the "lapse" because collapsing the premise of no punishment and concealment of the truth about what happened during the dictatorship, the eventual capture of the leaders could interfere montoneros Menem convoluted solution to their own problems, which are intended to mitigate the effects of forgiveness to the coup by Colonel Mohamed carapintada Seineldin, simultaneously granting clemency to guerrillas.
was in June 1989 that the former deputy Miguel Unamuno Peronist Menem acted as an intermediary to Sanguinetti, to inform them that Uruguay montoneros give shelter to them pending clemency. Sanguinetti agreed, but demanded a commitment to Luis Alberto Lacalle, the leading presidential candidate of the National Party to ensure that the commitment was not used in the election campaign. The journalist
Vidal, years later, when the Argentine ambassador in Ecuador, Miguel Unamuno returned to talk with Sanguinetti during a reception at the embassy in Quito. Sanguinetti reminded him the favor Menem made in 1989 and explained:
"Look, Michael, ill wind that blows no good. And by that which is paid with love love, I ask to include in the Menem pardons Gavazzo ...
revelation could not fall at a worse time for the government: the secret in exchange for favors that involved an undercover operation referred to nothing less than the murders of Michelini and Gutiérrez Ruiz, operates through the activities of "Truth, memory and never more ", which have their place in the march scheduled for Monday 20, the anniversary of the death of the legislators mentioned.
Sanguineti has denied the version of the covenant, Lacalle, however, says "not remember" the pose made by Unamuno. This, in turn, notified the press has Uruguay's negotiations with Sanguinetti, accepting the responsibility that will fit in the order of refuge for montoneros. But on the other party that exposed him in Sanguinetti Quito, the leader Menem was more elusive: "The dialogue existed," he said, but declined to elaborate. Did not venture to deny, but neither wanted to throw fuel to the fire that is sacrificed, despite himself, the president of Uruguay. GAP
