What Is The Water Tower In Poptropica

Liber Maple - A symbolic martyr

On August 14, 1968, 41 years ago today, the predictadura pachequista took its first victim.

Liber Arce, a 28 year old college student activist in the Young Communist League, died as a result of injuries sustained by police bullets in the vicinity of the Faculty of Veterinary Medicine, where two days earlier had been a student mobilization against repressive escalation government, the incident took place in the General Prim Street, now called Liber Arce in tribute to the first student martyr.

President Jorge Pacheco Areco - a former deputy dark red with a history of fighter, who held the presidency thanks to the heart attack that caused the death of General Gestido - premiered his government in December 1967, with a foreshadowing of what would be his leadership of the Executive: a decree dated December 12 morning closed the socialist weekly Epoca and Sun, and declared illegal and dissolved the Socialist Party, the Uruguayan Anarchist Federation, the Oriental Revolutionary Movement, the Popular Action Movement Uruguay and the Movimiento de Izquierda Revolucionaria.

In June the following year (1968) the government - which had already shown his authoritarian - decreed emergency security measures, exceptional regime was however constant their actions. Under this constitutional provision, Pacheco Areco boosted its economic program that tended to benefit the ruling classes (his cabinet was composed of men representing the banking, big business, industry and agro-export sector) to the detriment of employees. In anticipation of resistance that would generate economic policy, was that security measures implemented so as to allow the government to unleash an unprecedented repression against the popular movement. It was then that the press censorship and closure of newspapers began to be commonplace.

That was particularly harsh repression against the two foci emblematic of the resistance: the student organizations (FEUU and FES) and the CNT, under the classical slogan "workers and students, united and forward," faced with courage the government's authoritarian excesses. Because as well as ordered the freezing of wages, attacking the trade union, a bank is militarized and officials, while the University was strangled economically and autonomy threatened.

In this context the government's response to complaints was the ominous presence of police forces suppressed the rebellion with increasing ferocity: saber, gas and clubs were the only language of government.

The only language until he joined the repressive forces of firearms, with that started the orgy of blood and the state terrorism that lasted until the mid-eighties. After Liber Arce, next month would come and murder of Hugo de los Santos and Susana Pinto, and in subsequent years, the Heber Nieto, Julio Spósito, Joaquín Klüver et al.

Liber Arce's funeral turned into a referendum against the government. From the central building of the University - where he had been veiled - left a crowd estimated at 200 thousand people accompanied the procession heartbroken but firm and fearless in that gray afternoon in which Uruguay had been shaken by the fact - hitherto unpublished - the death of a student on the street. confessions of a former Chilean agent of London 38

Nibaldo Jiménez former agent of the Pinochet dictatorship ordered Contreras and bodies were thrown into the sea to rail from London 38. Ex

Nibaldo agent Jiménez Guzmán gave the judge a terrible story which tells of the brutality of dark characters like "Romo Guaton" or Marcelo Moren Brito and its relationship with the informer Luz Arce. Accuses Miguel Ferrer Maximilian Krassnoff and figure out what bodies would disappear with the approval of the head of a repressive entity.

"General Contreras was the one who checked the lists and, ultimately, who decided the fate of the detainees" admits the former DINA agent dissolved, Nibaldo Jimenez Santibañez in a gritty story that gave the minister of immunity, Juan Guzmán Tapia, which outlines the modus operandi of the DINA in 1974 and details the torture being made by the Colonel (r) Marcelo Moren Brito and Osvaldo Romo Mena. But this confession becomes insignificant when he says that in London 38 had rails on which they deposited the body of the detainees to throw into the sea. The record

known as Villa Grimaldi, which investigates the involvement of the DINA in torture, kidnapping and illegal detention of persons, the former agent indicates that in 1974 he was appointed to the agency and assigned to barracks José Domingo Cañas. In that precinct

met Marcelo Moren Brito, who "appeared suddenly and was head first, was lost to time and then appeared again as a leader. Age of Villa Grimaldi and Jose Domingo Cañas and appeared only once in a while. did not see him in London 38, then was replaced by Pedro Espinoza. " About

Moren added in a statement made at the Eleventh Criminal Court of Santiago, and attached to the process that handles Judge Guzman, who "apparently traveled around Chile. He was a very important position. He stopped people of importance , but not questioned, but was a minute and handed to a group of interrogators. "

Londres 38
Aunque el agente reitera que sólo conoció Villa Grimaldi, José Domingo Cañas y Cuatro Alamos, confiesa que en una oportunidad llegó a Londres 38 y "había more than 40 detainees sitting on something like a church. "

without showing any sign of distress, Jimenez argues that asked where the bathroom and told to come up. 'I am going to the bathroom and next to it were several pieces of rails cut, it was noticed that were cut short as they were brilliant on the short side. And I wondered ... why so many tracks, and explained that "these are for packages." I asked what packages, and I said, for those who are cut every day from here, a large batch goes to sea, wrapped in a bag securely tied with wire, throw the body and the rail and rail weight go to the bottom. "

Undeterred, the former agent added:" Individuals who commanded the sea was a meeting that was made with group leaders at the time, at that time were the masters Miguel Krassnoff Martchenko, Maximiliano Ferrer Lima, another name Barrieta, representing the different barracks. Those who gathered in something like a court, deciding who is saved and who went to the sea, which meant they would be missing. For this, in Villa Grimaldi were run consisting codes enter in a book next to the name of the prisoner something to do with the sea such as PM (Puerto Montt).

added that "these books are filled in the afternoon and then be sent to address the General Contreras, commander in chief of the DINA. Contreras was the one who checked the lists and, ultimately, was the one who decided the fate of the detainees, "he adds.

Moren Brito's performances and
Guaton Jiménez Romo also recalled in his statement that" an opportunity when I arrived at José Domingo Cañas, I was called by Mr. Moren and I said I was going to show what happens traitors, especially the Research. 'Here you have to walk straight. " He told me to see a room that was crowded with detainees, and then he called Theobald arrested Tello, and he opens his mouth and saw that was completely covered. " Explains that it took to realize what had happened, but then set closer and realized "that his teeth had been removed with pliers by Mr. Moren.

said he did not heard from him, 'but I doubt he survived because he was constantly tortured and an intolerable manner. " And Jiménez no mistake: the Rettig Report states that the detainee was alluding to former staff photographer and former Research Theobald Antonio Garrido Tello (RIM), arrested on August 22, 1974 by civilians who took him to the secret compound arrest of the DINA, located in Calle Jose Domingo Cañas with Republic of Israel, Nunoa, later to be transferred to Cuatro Alamos, from where he disappeared.

The former police officer was seen in various detention centers by numerous witnesses, all of which noted the severe torture he was subjected and the physical conditions in which they saw. Highlighted in this testimony that he had his mouth stained with blood and almost no sound emitted.

De Osvaldo Romo has better memories. He said it was "very bad", "had no human feelings. He was leader of the Popular Union and then presented to say that research could delivered to many people. Sure, he knew them all, as was the neighborhood committee, and began taking prisoners to everyone. And when the stop was very sadistic to them, because when I got there (Jose Domingo Cañas) grab them kicking on the ground "." I was sick with nerves. I still impact the consequences for the brutalities of Moren and Romo "he says.

Contreras and Carnivals (Antanño and Oganño)

Echarame me to now do a historical study from the beginning of Carnival and had, for sure, for my readers indigestion with a pair of columns of appointments, dates, Lupercalia and Saturnalia, and a thousand other antiques that speak much for my learning, for those who do not know that these things are in any poundage of those in many parts harvested and developments that occur with pretensions of being cognizant of other things centuries, without realizing it, the most of the time, what happens where they live, and that goes well to copy what others said to do on their observations and comments is provided that surrounds us.
not believe, therefore, the reader, I'll go back to the origins of the festival that begins today, it'll look just fifteen years ago, half of which I have with an item that no detail, because known is that both men as women, did not leave until thirty forty ring us, and from here to there is still long for me. That could stretch ... !.
said then, and say, now fifteen, and even fewer are playing carnival huevazo clean every known thing, but as time passes, and the memories will not be amiss to recall of those special types of our carnival, and I say ours because I have not ever heard of that, outside the Rio de la Plata, to be played at Carnival and among us, in that way Creole, which degenerated, the most of the time in cuffs.
agree with those who say that it was barbaric, but I also que convengan conmigo en que era muy divertido; era mas espontáneo, mas popular, y, sobre todo, mas barato.
A los buenos guevitos pa-smelling 'girls are hot!
To which another answered:
A good guevitos of firecracker pa 'girls who wear crinoline!
boys wore their very fragile merchandise arranged in rows of red, green, blue and yellow, according to the given color to the wax that covered their shells after filling nominally perfumed water at a rate of one bottle of "eau de cologne ", those spindly, for every bucket of water, and retobar with rags of all colors, cut around, and plunged into boiling wax stuck together in the egg filling, which was turned into fearsome projectile. These urchins surti
players to accidental passersby who were thrilled to receive a bucket of water, and returned the finesse with a dozen bullets, not to huevazos, as was the force that threw the shells, many of which, bad stuffed crashed in air dissolving the water load in menudísima rain, such was the momentum they had.
But the typical player was the outskirts of slouch hat, poncho, scarf ruff, and on the other hand bound by its four corners, inside of which had its supply of up to two dozen eggs, enough to enjoy three days. For sure, my man throws an egg at random. Pointed like going to target shooting, Rebol arm two or three times, and if considered questionable hit, I put the egg, not wasted.
And so it went throughout the city, supporting the buckets of water from roofs and balconies showered him or getting in his face one of those treacherous jarazos emerging from behind a closed door, usually triggered by a burly Galician or a brunette with each arm such as a log.
By late afternoon, could see in either direction a large entourage, preceded and followed by a mob of boys. They were the top players tone, gilded youth of Montevideo, who started playing at thin, with peel wax and candy cartridges. Was to see them so proud and happy with their blue Garibaldi or red, white trousers, patent leather boots to the grenadier, luxurious silk sash and a beret on his head gracefully to one side flattened. There was rushing off to the balcony of the ladies, armed with their jugs, pouring water with a hand on those Slick squires, and defending with the other of the shells they threw him with all moderation, shuffle, not hurt them.
- Come, then, do not shy away - said one directed to one of the champions.
- I will go if you shoot me that flower you have in mind - answered the infatuation lover.
- There you go, come and pick it up.
flower was falling under the balconies, the gentleman hurried to lift, and when a friendly smile would greet the owner, got in his face a torrent of water was blinding and choking him, unfortunately he was trying to hide by saying with all gallantry:
- As if! no rose without thorns ...
And so on the game for a long time, holding them a deluge of water that left them soaked, and they receive the eggs of wax, which crashed into his hands, perfumed with delicious scents, but not that from time to time to hear a cry
- pouf! Is rotten.
When both belligerents were already exhausted from the fray, starting the gallantry of the party. The men threw handfuls of confetti cartridges, and there was screaming and handful of the youngsters, who were rubbish, rushing en masse on the sidewalk when any cartridge is not reached its destination, pushing, kicking, and grabbing the coveted prize, while players were making every effort to shuffle the crowns that change of candy rained down on them, rewarding them with gift boxes still special in advance for so and so and Sutan, who sent them through their servants, not daring to take the gamble that the throw should fall between the fine peat harrapiezos who went to hunt for bargains.

The men threw handfuls of confetti cartridges, and there was screaming and handful of the youngsters, who were rubbish, rushing en masse on the sidewalk when any cartridge is not reached its destination, pushing, kicking, and grabbing the coveted prize, while players were making every effort to shuffle the crowns that change of candy rained down on them, rewarding them with gift boxes still special in advance for so and so and Sutan, who sent them through their servants, not daring to take the gamble that the throw should fall between the fine peat harrapiezos who went to hunt for bargains.
came, finally, the greetings, which were usually sprinkled with some special enormous jug, combined with the maid, strategically placed so as not to miss the shot, and after this wet farewell retirábanse players, soaked to the bone marrow, T-shirts limp, fading blue or red fabric on the pants, but very smug with their crowns, strapped to her shoulder, encrypting each his pride in as many of the conquered in the action that had just fought. Commission: Resolution No.18/83 - Case 2711

CASE RESOLUTION No.18/83

URUGUAY
2711 June 30, 1983

BACKGROUND:

1. On January 12, 1978 was received by the Executive Secretariat of the Commission a memorandum dated the 7th of the month, which complaint, following the arraignment of Juan Raúl Ferreira before the Commission to report on the human rights situation in their homeland, the Eastern Republic of Uruguay, received that country's consulate in Washington for an official communication dated 6 December 1977, informing him that the Uruguayan authorities do not authorize the renewal of his passport, which had been issued on 5 September 1972 by the Ministry of Foreign Affairs of Uruguay with the number 169 651

2. On 7 April following the receipt of the complaint, the Commission gave it the corresponding procedure under Articles 42 and 54 of Regulation then in force, bringing to the attention of the Ministry of Foreign Affairs of Uruguay relevant parts of that and requested that, in addition to providing "the information it deems appropriate, provide him with" any facts that would ... allow the case to determine whether ... have been exhausted or not domestic remedies. "

3. On March 6, 1981, in compliance with the stipulations of Article 39 of the new regulation, applicable to this case pursuant to Article 49, and in view of the Government of Uruguay had not given the information requested in the note of April 7, 1978, adopted resolution 22/81 which states that in this case "the Uruguay's government violated Article VIII (right to residence and movement) of the American Declaration of the Rights and Duties of Man "was also recommends that Government: a) to renew Mr. John R. Ferreira your passport and be allowed entry to their homeland, and b) to report to the Commission within 60 days on measures to implement this recommendation, and states that the resolution be included in the Annual Report of the Commission "without prejudice to the Commission to reconsider the case in light of the measures the Government has taken.

4. Resolution 22/81 was transmitted to the Government of Uruguay by note to the Ministry of Relaciones Exteriores y al Embajador ante la Organización de los Estados Americanos, así como del denunciante en comunicación dirigida a la dirección señalada por él, todas ellas de fecha 19 de marzo de 1981.

6. In turn, the very day he was the deadline of 60 days referred to in Resolution 22/81, the Commission received a Note 554/81-16.B.18 (b) of the Permanent Mission of Uruguay to the Organization of American States dated May 14, 1981, which is transcribed a long communication from his Government in which, "according to the provisions of Article 50, paragraph 3 of the Rules of the Commission wishes to make some remarks in order to proceed with the reconsideration of Resolution 22/81 of 6 March 1981 on the 2711 case. "

7. the Government of Uruguay based its request that the resolution be reconsidered in that "the conclusion contained in it arises from the erroneous decision of the legal basis on which it is" then states that "the confrontation of the facts set out in statute that the Commission declared to have been violated, there obviously (sic) that never have been affected petitioner's rights protected by the provisions of that Article VIII, which, as described in the aforementioned communication is established by having this article 37, paragraph 1, of the Constitution of Uruguay declared "free entry of all persons in the territory of the Republic, his stay in it and output property, observing the laws and without harming others ", and the circumstances that Mr. Ferreira left Uruguay on its own accord and" nothing prevents you from returning to it, since the fact that his passport has not been renewed without prejudice to its re-entry, since there is no legal provision requiring that a Uruguayan national should carry a current passport to exercise that right. "

8. Transmitted to the complainant the relevant parts of the related communication from the Ministry of Foreign Affairs of Uruguay, in a note dated June 19, 1981 refuted the contents thereof, and expanded the charges against his government, which held him responsible for eight times since June 1973 without any charges being made against him, more than have raided his house found missing from her reasons that forced him to leave the country, in a way that can not be defined "voluntary departure." He also adds that he has made it known that in the 7980/81 record of the Court of Military Training Third Shift of Uruguay has ordered his arrest and therefore could not "live in freedom in the homeland" if returned to Uruguay as intended us to believe their government. He ends by asking to have "dismissed the government's response." be asked to "report whether or not an arrest warrant in the record referred" and the ratification of Resolution 22/81 to be said response by "confession of the Government of Uruguay that has been denied the right to own a Uruguayan passport."

9. The protruding parts of the complainant's communication were transmitted to the Ministry of Foreign Affairs of Uruguay in a note appended to the 3 of September, which prompted "take steps it deems appropriate to enable the Commission to have all reports this case within 30 days, request that was reiterated in a note dated 15 November following, in which he made known that "such information is not received within a reasonable time, the Commission would consider the possible application of Rule 39.

10. Following December 16, in communication number 1481/81-16.B.18 (b) dated two days earlier, the Permanent Mission of Uruguay to the Organization of American States to the Commission transcribed official notice that his government " reiterates in its entirety the proposals made at the time of requesting reconsideration of Resolution 22/81 (which in essence ... challenges the statement made by Resolution 22/81 of the Government of Uruguay has violated Article VIII American Declaration of the Rights and Duties of Man) (because) nothing prevents (Mr. Ferreira) back to it (the State of nationality) as the fact that his passport was not renewed does not preclude his return to the country .. "The Government adds the transcribed note that" further consideration by the claimant tend to shift the matter under discussion to a different plane from that of Uruguay Government bases its claims "and ends by asking the Commission" reconsider Resolution 22/81 accordance with strict sense of justice, the factual and legal elements that truly affect the issue. "

11. That has complied with all regulatory procedures in the handling of this complaint, giving to each of the parties, complainant and defendant, the opportunity to express as widely as their respective allegations and offer and act upon the Commission the evidence as were considered relevant, having been exhausted prior research pipeline.

WHEREAS

1. The Government of Uruguay has not denied at any time, and implicitly taken for granted and accepted, the fact that he refused in 1977, and apparently continue to deny to date, the permit required for its administrative rules for the Consular Service of the nation - particularly the Consulate in Washington - Mr. John Ferreira renew Sienra, a Uruguayan citizen 1,247,167 Identity Card, passport 169,651 that had been extended September 5, 1972 and apparently had a term of 5 years.

2. The Government of Uruguay, maintains that the refusal to provide a valid passport to a citizen or national of the State, constitutes a violation of the law of residence and movement enshrined in the Declaration of Bogotá, as the aforementioned citizen, says you can return to your country, transit through their territory or to establish his residence, and not leave it except by his will, adding, yes, "which can only legitimately claim the enjoyment of that freedom who is exempt from responsibility in the commission of criminal activities or anti-national. "

3. That does not give importance apparently, the Government of Uruguay, the implicit interpretation given by the Commission to the related Article VIII to declare that it violated the detriment of Mr. John R. Ferreira Article by refusing the Government to renew his passport, and is silent on this aspect of concentrating all their arguments on the fact that, according to the arguments of the official notes, the Oriental Republic of Uruguay - away from the current widespread practice almost all nations - no passport required to enter their territory and stay there.

4. Having for some that claim the government of Uruguay, the answer is always attentive to the issue fundamental problem involved in dealing with Resolution 22/81, that is, the doctrinal point, valid for this and similar cases that may arise today or tomorrow or at any other time, whether it complies with the obligation to respect the right the human being to leave the territory of his country to go to any other State whose doors are not closed, the Government refuses to grant passports valid for persons entitled to order, or impose on them conditions so severe that in fact do desist from exercising that right. That does not respect the Article VIII of the Declaration of the Rights and Duties of Man, the Government refuses to extend, renew or extend passports applies to its nationals when requested to travel except a sentence or court order preventing it, or to put such conditions or obstacles that actually occur in the mind of the person's determination to abandon the exercise of their right for the cost excessive moral or monetary, that would impose the fact through legitimate means to procure a passport required to travel from one country to another. That in the modern age, the passport is the ultimate proof of identity when traveling to countries other than the State in a national, and in most of the cases also when returning to it, since according to the Dictionary English Language "is the license or office in writing given to pass freely and safely in a town or country to another ", a definition consistent with that of the Legal Encyclopedia OMEBA offered by Dr. Martha Oliveros whereby passport" ... It is the document issued by the competent authority of a State, at his request, in order to prove his identity before foreign authorities.

that besides the passport meets yet another function, which is to allow the holder to acquire tickets required for transport to another country for any of the routes by land, sea or air, as no firm international passenger travel tickets sold to people without valid passport, business and legal reasons that require no explanation.

That is so indispensable in modern times the passport as identification, the League of Nations in 1919, and the United Nations recently agreed to provide replacement identification documents - the Nansen Passport that first Stateless Passports and Refugiagos in times closer - to all those people that under politicians OTHER EVENTS exile or forced to leave their homeland, so that these documents up for the lack of a passport under normal circumstances is the classic identification for those caught in foreign lands to their place of origin.

That denial of a passport in an unjustified and illegal a person is in some way to impose a diminutio capitis, dispossess the document notes his nationality prevented from traveling outside their country, to force him, by force of this circumstances, remain within the country and submitted to the authorities to constrain it, and is therefore violating the law that recognize the human person Article VIII of the American Declaration of Bogotá and Article 13 of the Universal Declaration of Paris , although in neither document specifically mentions the right to a passport as a logical consequence of the right to leave your homeland and return to it. The reason is obvious: do not exhaust the rights that human beings by reason of their status as human beings with an interpretation strictly in accordance with the grammatical meaning of the words used in both Declarations on Human Rights. No such rights are respected, obeying the written rule, refuse natural or logical consequences from them arise: does not respect the right to freedom of opinion and expression and dissemination of ideas, if the authorities refuse to grant administrative authorizations required by law to establish new bodies of information, written, oral or visual, is not respected right of individuals or organizations that capacity to establish and direct educational institutions, if he refuses to certificates or diplomas issued by them on equal footing with those from official institutions and the recognition and treatment as they are for. One could almost say that the "implementation" of each of the rights included in both statements requires a particular attitude, positive, the state and its authorities, in granting a permit or a document, absent from the text but the logical derivation of its contents doctrinaire.
