Uruguayan Navy and ESMA Argentina (III)

Response of Mothers and Relatives of the Disappeared Uruguayan

Written comments Tabaré:

Given the statements made by the Commander in Chief of the Navy, Vice Admiral Tabaré Daners to commemorate the day of the National Navy Mothers and Relatives of the Disappeared Uruguayans is ordered to make public the supplementary report of the Force and at the same time make known the hiciese timely comments to the President of the Republic Dr. Tabaré Vázquez and in a separate envelope to the Assistant Secretary, Dr. Gonzalo Fernandez asking in turn, would forward a copy to that authority.

It read:

. 1. It is noteworthy that after so many years in which Armed Forces denied the existence of files related to the time of the dictatorship, now referring to them (see introd. P.1) as normal. This deserves us a question: How do we know whether the opening (emergence) of the files is not partial and biased? We should, on the search for truth should aim at recovering the complete archives and administration in democratic areas, as recommended by UNESCO.

. 2. It supports the coordination between the Navy and Argentina, in particular FUSNA ESMA and National Naval Prefecture and Coast Guard Argentina, through their respective areas of Intelligence: Investigation Division Prefecture Nat Naval and Information Service of the Coast Guard Argentina (see p1, inc 1) Such coordination, existing since 1974 (see p8), when Argentina was still in a state of law, was extended time and are expression of the Condor, whose reality is so often denied and whose government supported the report approval (Approval by Dr. Aparicio Méndez). Implicit access to members of the Uruguayan armed forces Clandestine Detention Centres (CCD) in Argentina. On the other hand states that the Navy had not only related to the ESMA, but other intelligence agencies Uruguayan (see p9). Also, this chapter is clear in the operations conducted in our country participated arrested "collaborators", which can be inferred then, is the traffic of the disappeared across the border in two situations: the missing detainees for interrogation and detained-disappeared "collaborators" . The participation of the Navy in the transfer of detainees to the ESMA, not even recording the identity of those depending on Uruguayan official (as in De Gregorio in HCFFAA see p 11 - and the other an Argentine citizen detained by the National Naval Prefecture see p 9 -) test their involvement in enforced disappearances and belies the assertion "there were no deaths or disappearances in the area of \u200b\u200bthe Navy National "(see p 2 inc 10)

. 3. As regards the use of" physical pressure ", the report says it was not a systematic method (see p 2, para 9), but later (see p 5) states that the intelligence agencies-term includes the National Naval intelligence, they needed two defining issues: the exchange of information and physical pressure to obtain at short notice. It is also clear that coordination is made through Anti-Subversive Operations Coordinating Body (OCOA), an organization which was long denied their existence. The information obtained OCOA interrogations and informants. The Navy admits that in addition to informants who might have held in non-incorporated among detainees "collaboration" and even went on to organize a group of collaborators in FUSNA, he called the "computer." On the other hand, supports the poor treatment given to prisoners when they quoted the best available according to the report of the International Committee of the Red Cross (1980)

. 4. In relation to the arrest of members of the GAU in Buenos Aires, which is related to the arrest of a cell Montonera in Uruguay and the arrests of militants from the GAU in Uruguay (attributed by the report FUSNA see p 15 -) , results of which are incorporated statements allegedly do not know what the Argentine agency made. The report indicates that the Navy has a copy of the statements made in Argentina by citizens CORCHS, D'ELIA, NEPHEW, Borelli and Moyano. We do not understand why these copies do not enter the report submitted to the Presidency, to be important to investigate their subsequent disappearance.

. 5. It is noteworthy that in the operation where they stop and die other Argentine citizens, is credited to the Joint Forces without specifying the role of the Navy, being that the persecution was especially Montoneros work of the Armada Argentina, to which I give these prisoners and that the report is admitted their participation in the arrests of members of the GAU Uruguay, which has been linked with Montoneros.

. 6. In short:

- Detention Montoneros in Uruguay makes the NNP. The Navy immediately informs the ESMA, with clear responsibility for the illegal transfer of these detainees to Argentina.

- The report says the relationship GAU-Montoneros

- The GAU-operating against Uruguay, which essentially makes the FUSNA

- The GAU-operation against Buenos Aires Police do Province, which the Navy According to the report, had no relationship, but then claims to have reports writing resulting from that operation, claiming not to know how they got their files.

- The crackdown in Uruguay Montoneros Joint Forces does, what is that several citizens were arrested and taken to Argentina, the ESMA.

For all this we believe that the complement of the report submitted to the President by the Navy hierarchy contains items such as: recognition of operating clandestine transfers of detainees and staff made AN-ESMA coordination, corroboration Operation Condor (not to mention its name), guarantees the highest level of these operations, the admission of torture of detainees, the organization a group of them as collaborators FUSNA S-2 of the admission of the bad conditions of detention before 1980.

however, can not stop scoring notable flaws, such as failing to deliver all the materials held in their files, do not provide the name of an Argentine citizen detained by PNN and delivered to the PNA, rather than clarify the involvement of the NA in the operation against cell Lagomar Montonera in which people were detained, missing and detained persons killed, and the name of each one of them. It is also hardly admissible not know who acted in the operation against the GAU, AMS, PCR and MLN 26M in Buenos Aires and how reports reached them. In this regard, it seems clear that not been the words of the Report, the Navy, if there were other forces involved in the facts Uruguay.

All this leads us to propose that the complement of the report meets the first report failures, but requires new additions.

So far, what we said the first days of October.

After a long silence, we demand:

- that the Navy be responsible for the disappearance of December (1977) in Argentina, or failing that report, which ones were the Uruguayan forces that operated at that time.

- make public the outcome of the investigation Air Force on other possible flights.

- The Commander in Chief of the Army released the name of our relatives who were taken by FAU, on October 5, 1976 to Uruguay.

- The Executive Branch implements the necessary measures to ensure that all state files available to researchers and those organisms that show a legitimate interest.
